Faced with the sudden outbreak of COVID-19 this year, China has systematically deployed a "new policy" to strengthen employment stability, unleash the vitality of market players, and make every effort to stabilize the overall situation of employment in the face of the depression of the job market and the lack of support for job hunting.

Multiple measures should be taken simultaneously to "target" the employment of key groups: in view of the declining demand in the job market and the delay in job-hunting for graduates, the implementation guidelines put forward five targeted measures, including expanding the scale of enterprises employment and grassroots occupation etc, to broaden the employment channels.
