On April 8, the Ministry of Agriculture and Rural Affairs published the “National Catalog of Livestock Genetic Resources Directory (Draft for Comments)” (“Catalogue” for short) on its official website to seek public opinions for one month before the deadline on May 8, 2020.
In response to an attention-attracting question whether the dogs should be listed in the "Catalogue", the Ministry responded in the Explanation that dogs have been “excluded” from the traditional livestock category to be specialized as companion animals, due to the progress in human civilization and the public’s concerns for animal protection. Dogs generally are not listed in the categories of livestock and poultry in the world. Thus, dogs should not be included in the management of livestock and poultry in China.
In a press conference held on February 27, the Joint Prevention and Control Mechanism of the State Council proposed a ban on eating all wild animals not included in the Catalogue.
